Editorial
The AGM has been and gone . Turn out was disappointing but all things have a good side. Everyone who was not there must be pretty happy with the way the club is being run and all those who did attend were really interested in where the club is going this year. Thanks to those who attended your input was much appreciated and your comments have been noted. The committee has had it’s first meeting and a lot of discussion took place on the two topics the club would like to see the committee address this year, namely the purchase of another aircraft and the development of a plan to erect another hangar and clubhouse.
The first committee saw the appointments of CFI to Mike Small and Safety Officer to Paul Woodley. These are well deserved appointments as both men give a huge amount of time and energy to the club and through their involvement in aviation are well qualified for the positions .
The two main goals for the new committee are the purchase of another aircraft that will enhance the club assets and provide members with a medium performance basic microlight in which post solo hours can be consolidated. A search is on for such an aircraft . It is envisaged that it will be a two seat tail dragger aircraft in the Thruster category or similar. We will be spending around $12- $15 thousand . Options are also open to build another S6 in a tail dragger configuration if it is economically viable. If you know of a craft like this let Mike Small or myself know and we will investigate.
We hope to hire the plane out at a reduced rate to JOL to encourage new pilots to keep up their hours after going solo.
The club has great assets and a good income is derived from these but in order for us to increase our asset base (ie new aircraft and servicing ) we need to increase our income. This has two effects . One, it keeps club fees down and second allows us to have more aircraft and top facilities. As the club grows we will need a more professional training system that may include a permanent instructor and training facility.
The plan is to build a large new hangar in the best position for the club and attach a new club house and workshop facility.
The committee is investigating the best site with the Regional and local Councils. Once a site has been secured we will carry out a design ,budget ,finance plan and building design plan to be put to the club.
In the meantime enjoy and look after the excellent facilities we already have.
The club held an open weekend on the 9th and 10th April to encourage people to join the club . It was also was also an opportunity to encourage people to think of our aircraft as Recreational aircraft and not Microlights . People’s concept of microlights need to be changed in order for new members to take up the past time. I think the weekend went a long way to achieving this. We need to keep up the public awareness campaign in order for the club to grow.
But ,do we need to grow you may say . Growth is not only numbers of people in the club it is the sharing of experiences and knowledge. Flying aircraft as a past time will always be a minority activity and unless the populations doubles overnight our membership will not double. Slowly but surely our membership will increase as we make people more aware of the types of aircraft we fly .
Fifty demonstration flights were carried out over the 2 days ,most being on Sunday as Saturday was wet.
More FM held a BBQ on Saturday and gave us excellent radio coverage over the preceding 3 days. The club would like to thank Greg Snedden for arranging More FM . Thanks Greg ,much appreciated.
From the CFI
JOL will have 300hrs up in the next few weeks and it’s good to see it is getting well used. It will be out for about a week so if you require instruction check with your instructor to make sure it is available when you want it.
If you are rated to fly JOL please make sure that any change in your ratings, medical etc are entered in the red JOL rating book as they change.
Our ICOM hand held radio is missing . Would the person that borrowed it please return it immediately . It is for the use of all club members.
So, what is happening out there?
Congratulations to Hugh McLachlan in getting his ‘Whitetail’ Trike in the air. He has spent over a year preparing the new aircraft with Paul, and Doug. It looks just like a brand new ‘Red back’ . Noel did the test flight last Sunday and all went well . Hugh is now itching to get into it after it’s 20 hrs proving time.

Congratulations to : Hugh McLachlan on his first Trike solo on Friday 23rd in his own new Trike . Well done high and thanks to Doug and the team who got him to this stage .
Les Eade has success with the Volks VP1 after initial icing problems . He has worked his magic and the little plane’s VW seems to be behaving it’s self now. He is doing some intensive refresher training so he can get away in it. It has been a long haul for Les over the last few years with one or two setbacks in health and burning his shed down ,But with the continued support and encouragement from Ann he has made it . Well done Les your achievement encourages me to get mine finished. With Les now being retired will hope to see more of him and Ann at the field.
Bevan Chamberlin is making good progress with the hangar alterations where he will finish his bus and plane projects. Janet is usually on hand to supply him and visitors with a cuppa so pop in for a chat .
The FTRO course training has been completed and all those who participated have been given details of when and how to do the exam. Good luck to all.
Thanks to Ross Marfell who has spent many hours organising the training and also to Roger Ward who has helped with the training. Good job guys and thanks to all those who attended it was an excellent turnout.
Word has it that Russell Warnock has retired and moved into a retirement home in Rangiora. The club would like to say it is a well deserved Russell and it you want your wheel chair wheels oiling just give Paul a ring and he will be there to help!!!!
Club Vests and Hats are on order and will be available for sale to members. We have selected a black Polar fleece vest with red trim. It will have the new club logo on the chest and Canterbury Recreational Aircraft Club on the back in embroidered Red. Caps will be black and red with the Logo on the front. Logo badges are also available.

Dave McPherson’s Karatoo was rolled out in all it’s glory last week end and 2 Kara’s were line up outside the club house. As you can see it looks great. By the time you read this it should have flown.

Dave’s plane took the air for the first time on Friday 23rd under the control of CFI Mike Small . A few bunny hops took place and fast taxi runs before she took to the air for a couple of circuits. Mike was very pleased with the performance and it sounded great . Only a few minor comments were passed by Tony Hanson before he certified and after the first flight only a few minor adjustments were required before the second flight.
In beautiful flying conditions and clear sky Mike clocked up two and a half hours for the day. As the afternoon wore on and the easterly cold started to bite the 2nd Kara was put away for another day and a celebration BBQ was put on by a very pleased and appreciative Dave Mac.
Testing continued on Saturday . 25 hrs will be flown before Dave can have a go . In the meantime he will be clocking his hour up in JOL and then converting to KTO before the long awaited flight his own plane .
Well done to all concerned . It is great to see this level of workmanship and dedication to a good job that we see from Paul in our own backyard. This achievement only goes to highlight the level of expertise that we have in our club. Paul is only too willing to share his experiences with us. Thanks Paul and keep ‘em coming’.
Dave McPherson’s new Karratoo No2
Also on Friday the 23rd the club saw it’s youngest member Jason Anderson solo in one of Doug’s Trikes. Jason has been quietly working away gaining flight experience over the last few years with Doug who now rates him as a very confident and mature pilot with a natural talent . Well done Jason .
Also on his first solo flight was Neil Ayrey. Neil has been training with Ross over the last few months. Well done Neil .
Thomas Williams is off to join the Air Force and starts at Woodbourne on 17th May .Well done Thomas you will do well and we all wish you well in your new career. Keep in touch and we look forward to seeing you at the field as much as you can.
Brian Munns is now working and living in Cheviot. He has a job loading top dressing planes. Good luck in the new job Brian and I hope you will arrive at the field soon with your new plane.
Club Notices
Please make sure the clubhouse is left in a tidy and secure state when you leave. Thanks to all those who spend a little time and energy to keep the clubhouse looking good. It is our asset so look after it .
A BBQ will be held every second Friday night at the club rooms . First night is May 6th . Start at around 6.30 . BYO food and drink . A good chance to wind down after a hard week and catch up on what’s been happening at Rangiora airfield and the club .
A new venue has been organised for committee meetings . Committee meetings will be held. at the Kaiapoi Club on Raven Quay on the 1st Wednesday of each month. We shall start with meal at the Bistro at 6.00pm followed by a meeting in the committee room at 7.30pm. All members are welcome to attend both and your input in discussion at meetings is encouraged.
Subs are due now and are set at $60 per flying member $90 family .

Examination Procedure |
|
1. ATO's and Instructors may request
exam papers from RAANZ Administration on behalf of their students.
2. The appropriate papers, an answer sheet and a certificate
will be forwarded to the Instructor or ATO. The exam paper will be a
numbered document, issued specifically to the individual Instructor
or ATO who will be responsible for the conduct of the exam and
forwarding of all papers back to RAANZ Admin.
3. The
Instructor or ATO will complete and sign the certificate attesting to
the completion of the exam under acceptable examination conditions.
4. The Administrator will receipt the fees and mark the
answer sheet according to the marking schedule.
5. The exam
candidate will be advised directly of the exam result. A certificate
of achievement or formal letter will be issued which should be
affixed into the pilot's logbook.
6. All relevant papers will
be filed in an appropriate way.

Pilot Certificate Issue and Renewal |
|
1. All applications for pilot
certificates or renewals shall be made to an Instructor or ATO.
2.
The instructor or ATO will complete the application for issue and
send the pink copy to RAANZ Administration with the appropriate fee.
3. The blue copy shall be affixed into the pilot's logbook.
4. The Administrator will receipt the fees and note the
details of the application on the member database.
5. If this
is a new certificate a delegate Holder will perform the
certificate issue .procedure.
A new Certificate
issue is not able to be exercised until the applicant has received
confirmation from RAANZ that it has been processed and approved.

Modification Approval |
|
A delegation holder.will perform
the following steps in conjunction with the Technical Officer
before issuing a Modification Approval for a Microlight Aircraft
within the scope of the RAANZ 149 Certificate.
1/ The
Administration Officer will receive documentation of the requested
approval including photos and drawings from the aircraft owner. An
approval number will be assigned for document tracking and
recording.
2/ The modification request we be sent to the
Technical Officer for evaluation.
3/ The Technical
Officer will access the application. If the application is rejected
he will inform the Administration Officer to decline the request
completing steps 6 and 7. If the modification request is accepted the
technical officer will outline the steps the applicant will need to
complete ( if any ) to complete the application.
4/ If the
modification request is for a Class II microlight and it affects
airworthiness the will call for a compliance inspection with regard
103.207. Modifications effecting landing gear or wing structure may
require load or drop tests. If the Technical Officer is unable to
inspect the inspection may be carried out by a suitably qualified
person selected ( case by case ) by the Technical Officer and
acceptable to the Director ( case by case ).
5/ On
completion of the modification and after any requested inspections
have been complete the Technical Officer will sign off the request
and forward all documentation to the Administration Officer to
complete the procedure.
6/ The Administration Officer will
formally notify the owner in writing of the outcome of the approval
for modification request.
7/ The Administration Officer will
file all of the documents in step 1 - 6 in the approved
modifications file.
Make sure any
modifications you carry out have the approval of our Safety Officier
and /or the RAANZ technical Officier.

Aircraft Incident Report Procedure |

Incident reports may be submitted to RAANZ Administration by any person.
2. A incident report form is available in this Manual. Full details with as much supporting evidence must be included.
3. The RAANZ Executive Council shall consider and investigate such reports. Reports may be referred to CAA.
